
The text below discusses some of the issues wrt. to the EU FP7 Security call, specifically activity 10.4: Restoring Security and Safety in Case of a Crisis. Given that the deadline for the call is Dec 2, 2010, only areas that call for smaller collaborative projects (i.e. not IPs, which take more time to prepare) are listed here. Also, the Work Programme for this theme is now attached to this page. Activity 10.4 is described on pages 26-32.
AIAI has no real experience with the psycho-social angle of crisis response.
AIAI (GW) has worked on a Wiki-based tool for development and use of Standard Operating Procedures. This extends a standard Wiki (MediaWiki) with specific support for procedural knowledge. This could be relevant for this topic.
A capability project seems to be a kind of collaborative project with funding up to 3.5MEuros.
Unless someone wants to develop intelligent clothing, I think we can rule this area out.
This seems to be the only area in this call where Network of Excellence funding is available. Of course, this means a low level of funding only, but it might be appropriate for the AI for CR group.
This also looks like a promising funding source for networking activities, not for research though. A preliminary proposal of approximately 1500 words is required by the next collection point, which is March 25, 2011. Applicants must be from 5 COST member states; Russia does not appear to be amongst those.
