Creating a new entry
Put the title in the search box on the left, then click "Go".
You should get a page that contains a link that will let you create the new page.
Minimizing conflicts when adding a new section or subsection
If two people are editing that same part of a page at the same time, the second to try to submit the change will see a page that helps them manually merge in their changes.
When adding a new sub-section, you have to edit the enclosing section.
To minimize the chances that you will interact with someone else's edit, add the sub-section title, then submit that change before adding any text to the sub-section. Then add text by editing the new sub-section you have created.

Type into the "Summary" at the bottom of the editing page.
